Test coverage requirements: 85% or higher

BUG Ticket (pending) 

The following classes do not meet the test coverage requirement of 85%:

- lithium\core\ErrorHandler: 48 of 80 lines covered (60%)
- lithium\test\filter\Affected: 28 of 34 lines covered (82.35%)

These need to be addressed before we reach stable.  Please remove classes from the list as test coverage is completed for each.
